Wang Wu, the head of a security firm Iron Bodyguard, meets a scholar who is a member of the Reformists, a group of scholars pressing for social reform in China at the end of the Qing dynasty. The Emperor actually supports such reforms but not the Empress Dowager. She orders the Reformists to be arrested and Wang Wu gets drawn into the politics.
